This study examines the structural mechanisms through which ethnic divisions undermine state-building processes in
post-independence South Sudan. Adopting a pragmatic philosophical worldview, the study employed a convergent parallel
mixed-methods design to gather empirical data from three key urban hubs: Juba, Bor, and Wau. A sample size of N = 212
respondents was selected via purposive sampling, targeting an institutional cross-section of government officials, civil
society organization (CSO) representatives, community and traditional leaders, NGO representatives, policy experts, and
researchers. Quantitative survey instruments evaluated institutional trust, security sector fragmentation, and resource
distribution perceptions, while qualitative Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) captured
nuanced narratives of elite-driven ethnic instrumentalization and the commercialization of the political marketplace. The
findings reveal that ethnic divisions in South Sudan are not primordial fixtures but are actively constructed and weaponized
by political elites to secure patronage networks, fragment the security sector, and hollow out public bureaucratic institutions
(Moro, L.N, 2018). This paper argues that sustainable state-building cannot be achieved through top-down elite power
sharing deals alone; it requires a systemic transition toward localized communal reconciliation, transparent oil revenue
governance, and deep security sector integration to build an inclusive national identity.
Security-sector fractionalization recorded a high mean score of 4.51 on a five-point Likert scale, indicating that
fragmentation within the security sector constitutes a significant challenge to effective state-building in South Sudan (De
Simone, S, 2015).
